Step-by-Step Instructions
  1. In a skillet over medium heat, add lean ground beef and cook for about 5–7 minutes until browned. Pour in soy sauce and hoisin sauce, stirring for another 2–3 minutes.
  2. Add shredded carrots and chopped bell peppers to the beef mixture. Cook for an additional 2–3 minutes until vegetables soften slightly.
  3. Fill a shallow dish with warm water and dip one rice paper wrapper for 10-15 seconds until soft. Lay it flat on a clean surface.
  4. Place fresh basil leaves in the center, followed by beef and vegetable filling. Fold sides over, then roll tightly from bottom to top.
  5. Place the rolled Thai Basil Beef Rolls seam-side down on a platter, and serve immediately with dipping sauce.
