- In a skillet over medium heat, add lean ground beef and cook for about 5–7 minutes until browned. Pour in soy sauce and hoisin sauce, stirring for another 2–3 minutes.
- Add shredded carrots and chopped bell peppers to the beef mixture. Cook for an additional 2–3 minutes until vegetables soften slightly.
- Fill a shallow dish with warm water and dip one rice paper wrapper for 10-15 seconds until soft. Lay it flat on a clean surface.
- Place fresh basil leaves in the center, followed by beef and vegetable filling. Fold sides over, then roll tightly from bottom to top.
- Place the rolled Thai Basil Beef Rolls seam-side down on a platter, and serve immediately with dipping sauce.
